In 2008, the Commissioner’s Office received a complaint along with a petition signed by 217 people from the Peel-
Halton area.

The complainants claimed that they were not receiving French-language health services in their area, even though it had been a designated area since the French Language Services Act came into force in 1989. No health service provider had been designated under the Act, but some had been identified as being required to provide French-language health services.

The Commissioner launched a formal investigation and concluded that the Peel-Halton area had lacked integrated French-language health services for more than 20 years.

Effectiveness of the intervention

Following this investigation report, the Ministry responded positively to the Commissioner’s recommendations. First, it acknowledged that it had a responsibility to provide French-language health services equivalent to the services provided to the majority. It then modified its criteria for selecting new family health teams to address the specific needs of Francophones.

The Ministry determined that expanding the Credit Valley Family Health Team, established in 2012, was the best option to meet Francophones’ needs.
