The new Inclusive Definition of Francophone was included in the Ministry of Education’s Policy Governing Admission to French-Language Schools in Ontario.46 Under this policy, the French-language school boards were required to standardize their practices by 2010 to ensure more inclusive admission in view of the new realities binding Francophone communities together.
With this revision of the school boards’ admission practices, the Ministry had a number of objectives, including the following:
- standardize admission to French-language school for French-speaking newcomers;
- make provisions for admission of newcomers who speak neither French nor English to French-language schools;
- standardize the rules governing the operation of admission committees to ensure fairness across the province.
These changes in admission policy made French-language schools more accessible, particularly for exogamous families, Francophone newcomers and children whose grandparents have French as their mother tongue.
